Well it would look very lovely in my chignon....But it's probably a hinge or some kind of hardware...
A particularly beautiful mouse trap? Some kind of reflecting thing? the wings look as if they could be used as that. no I give up!

I think it is either a bug zapper or an electric heater for the deck or patio.
It looks like something you put fluorescent tubing into...lighting for the garden?
think it looks like some kind of binder out of which one might make a notebook
Initially I thought a brooc but I think it's a bird feeder. Difficult without knowing the size but the middle part looks like where we could put some food for the birdies...
